GeoComms Prepares Roll-Out of OpenHUR Framework for Watershed Health and Basin Intelligence
GeoComms GIS Solutions is preparing the initial roll-out of OpenHUR (Open Hydrologic Unit Reference), a structured geospatial framework designed to support watershed health assessment, basin-scale diagnostics, and evidence-based water governance.
OpenHUR provides a standardized method for delineating and characterizing river basins and sub-basins using:
- Terrain modeling
- Flow-path analysis
- Hydrologic logic
- Structural basin indexing
By organizing watersheds into consistent hydrologic units, OpenHUR enables agencies and planners to move beyond generic mapping toward basin-level intelligence that supports prioritization, monitoring, and targeted intervention.
The framework is being developed to complement national and international environmental accounting initiatives, including the UN System of Environmental-Economic Accounting for Water (SEEA-Water).

GeoComms is preparing pilot implementations in selected river basins to validate workflows, refine indicators, and demonstrate operational value in real-world governance settings.
These pilots will inform broader scaling across watersheds in the Philippines and, in time, other regions.
